Political elites offered similar views on the value of formal inclusion in aiding a slum leader’s ability to serve their followers. A Congress ward president in Jaipur told us:

See, the thing about slum leaders is that they give us their presence, their reach, within the slum. They do not have personal friends in the JDA [Jaipur Development Authority], in the municipality, but they are living in the areas with the most problems, in need of the most help. That is why they approach us for inclusion within the party, for a position. If they don’t, they will not get their problems solved fast enough, and then they will lose their leadership position within the slum.12
